Consider Ramzi Yousef - after his conviction should he have been deported to Pakistan? …where he’d be back in terror business? Same with traffickers of humans or drugs, cartel leaders, violent convicts. They should remain in US prisons to complete sentences rather than allow foreign governments to take jurisdiction over them… especially where we may suspect inadequate systems of justice in those countries
